You are leaving out the very serious problem in Tijuana of Crime. The number of murders is at the highest levels that they ever have been. And lately it is because of the drug cartels that run out of Tijuana and various areas around there. I hear they also been targeting more american tourists and if someone is planning on moving there, I am not sure I would feel safe either. Just food for thought that you didn't add in your glowing review of the area.
