One of the sites that made 'strong statements' was full tilt. Howard Lederer, among others, has been championing the PPA and has invested his own time to speak with legislators in their DC offices about the difference between on-line poker and other forms of on-line gambling (ie skill vs luck). The anti-online gambling bill was passed by an underhanded political approach (attached as a rider to a bill it had nothing to do with but was a 'must-pass' bill). No amount of lobbying/discussion/education can stop a dirty politician determined to make laws he thinks are right.
