Quoting the freerolls page:
Interested participants must download Ultimate Bet through PokerNews, register a new account, make a minimum deposit and play 250 raked hands from January 22 (00:00 EST) to February 3 (23:59 EST). Players who have earned the required points manually register for the freeroll. Existing Ultimate Bet account holders are permitted provided the account was originally obtained via PokerNews.

I was an existing member of pokernews and UB, and I have met the required hand limit, but I am still unable to join the tournament. Is there a way to have an admin manually sign me up?

Dave, I think before anyone is allowed to register on this site they must click a pop up box that says, "I understand that I need to visit the FAQ site about free rolls and if I have any questions beyond that, I need to email..."
After they click on it, it should pop up again. After 52 times of clicking the pop up, they can then post on this site!
There is never a wrong mistake as long as you learn the first time!
