The players to his left were involved in a conversation with the floor staff, and two of them quickly folded. The player on the button was distracted by the conversation and, thinking the action was folded to him, announced, "I raise."

The floor was called over to make a ruling, and they correctly decided that the player was required to put in at least the minimum raise, as verbal declarations are binding. The blinds ducked out, and the mis-raiser sheepishly tabled {A-?} {7-?}. The board ran out safe for the at-risk Morris, and he has earned a courtesy double up to right at 20,000.
